About the role

Juru is looking for a Senior PPP Advisory Manager to lead and grow our public-private partnership (PPP) advisory work from Tashkent. Juru has advised on PPP projects in renewable energy, gas distribution, and in social infrastructure such as hospitals and schools. We are now expanding our PPP practice into new sectors and new countries.

You will manage PPP advisory assignments from project preparation through tender to financial close and implementation, for governments, international financial institutions (IFIs), lenders and private sponsors. You will lead multidisciplinary teams, act as the main contact for clients, and play a key role in building Juru's PPP pipeline, partnerships and reputation in the region.

Job Responsibilities:

PPP assignment management

  • Lead PPP advisory assignments from inception to completion, managing scope, schedule, budget, risks and quality in line with the client's terms of reference.
  • Act as the main point of contact for clients and counterparts, and manage expectations, reporting and change requests.
  • Lead multidisciplinary teams of technical, environmental and social, financial and legal specialists, international experts and sub-consultants, and bring their inputs together into one coherent product.
  • Manage several assignments in parallel and ensure deliverables meet client, IFI and Juru quality standards.

PPP project preparation and structuring

  • Lead or coordinate PPP project preparation: project screening, pre-feasibility and feasibility studies, options analysis, value-for-money and fiscal affordability assessments.
  • Support the design of PPP structures, including contract models (e.g. BOT, BOO, DBFOM, concessions, availability-payment PPPs), risk identification and allocation, and bankability.
  • Provide technical inputs to financial models (CAPEX, OPEX, lifecycle costs, energy yield, availability and performance assumptions) and work with financial and legal advisors on the overall transaction.
  • Ensure that environmental and social aspects meet IFI standards (e.g. IFC Performance Standards, EBRD Performance Requirements, ADB SPS).

Tender and transaction support

  • Prepare and review the technical parts of tender documents, including output and performance specifications, KPIs, technical requirements and evaluation criteria for RFQ and RFP stages.
  • Review and advise on the technical schedules of PPP agreements, concession agreements, power purchase agreements, grid connection and payment mechanisms.
  • Support market sounding, bidder conferences, clarifications, bid evaluation and negotiations through to contract signature and financial close.

Stakeholder engagement

  • Work closely with ministries, agencies, utilities and other public bodies, IFIs and their transaction advisory teams, sponsors and lenders.
  • Prepare and facilitate workshops, steering committee meetings and capacity-building sessions for government counterparts.
  • Present findings and recommendations clearly to senior decision-makers.

Business development and practice growth

  • Identify PPP opportunities in new sectors and countries and contribute to Juru's PPP growth strategy.
  • Lead proposals for IFI, government and private sector tenders, including technical approach, methodology, work plan, team and budget.
  • Build partnerships with legal and financial advisory firms and international experts.
  • Develop Juru's PPP tools, templates, case studies and knowledge products.
  • Mentor and coach engineers, analysts and junior colleagues on PPP methods and quality.

Juru is an international engineering and consultancy firm with a mission to solve engineering and environmental problems. Founded in 2015, we have delivered more than 250 projects in 10 countries across the energy, infrastructure, buildings and industrial sectors. We are headquartered in London, UK, with main operational offices in Tashkent, Uzbekistan, and in Almaty, Kazakhstan.

Qualifications & Experience:

  • Degree in Engineering, Economics, Finance, Business Administration, Public Policy, Law or a related field. A Master's degree is preferred.
  • 8+ years of professional experience, including at least 5 years in PPP, project finance or infrastructure transaction advisory (e.g. advisory firm, engineering consultancy, IFI, PPP unit or government agency, developer or lender).
  • Proven track record on at least two PPP or project-finance transactions that reached tender award or financial close, preferably in a leading role.
  • Strong understanding of the PPP project cycle, contract structures, risk allocation, bankability and project finance principles.
  • Proven project management experience, including managing budgets, schedules, multidisciplinary teams and several assignments in parallel.
  • Excellent report-writing and presentation skills, with the ability to explain complex technical and commercial issues to decision-makers.
  • Fluent written and spoken English.
  • Willingness to travel within Central Asia and to other project countries.

Advantageous

  • Experience on IFI-supported PPPs or transaction advisory mandates (e.g. IFC, EBRD, ADB, World Bank, AIIB.).
  • Sector experience in one or more of: renewable energy and storage, gas and power utilities, healthcare, education, water and wastewater, solid waste, district heating, or transport.
  • Knowledge of the PPP legal and institutional frameworks in Uzbekistan, Kazakhstan, Kyrgyzstan and Tajikistan.
  • Working knowledge of Uzbek, Kazakh, or Russian, is a plus.
  • PPP or project management certification (e.g. APMG CP3P, PMP, PRINCE2).
  • Hands-on experience with project finance models.
  • Familiarity with international PPP guidance (e.g. World Bank PPP Reference Guide, PPP contract guidance) and ESG frameworks such as the Equator Principles.
