The main objective of the study is to deepen understanding of sub-national level (including regions, metropolitan area and cities as appropriate) challenges and identify potential actions in selected CA cities across the five countries to advance the development of low-carbon cities and regions. Ultimately, these will contribute to reducing CA cities’ carbon footprint, energy consumption and GHG emissions, setting them on a greener and more resilient development path. In addition, the analytics will seek to explore both climate change mitigation and adaptation aspects. While GHG emissions are associated primarily with mitigation measures, in the process of developing strategies and actions, the study will also look into certain aspects of adaptation that could contribute to both mitigation and broader resilience agenda. Findings from the study could provide the starting points for CA cities to think about strategies and potential actions on climate smart planning, investments and finance.
Services provided
Task 1. Inception phase
- Literature review and data collection;
- Support preparation of methodology and consultancy objectives;
Task 2. Spatial Analysis and Quantitative Assessment
- Support in building GHG profiles for CA cities;
- High-level assessment of urbanization and development trends;
- Support in establishing linkages and key typologies of cities;
- Organize and conduct workshops to present the findings;
Task 3. Gap Analysis and Recommendations
- Provide recommendations towards low-carbon climate-resilient cities by typologies;
- Identify linkages between sub-national and national levels for climate resilience actions and low-carbon development;
- Conduct capacity development workshops for local stakeholders;
Task 4. City Engagement
- Consultations and engagements for Selected Cities;
- Institutional assessment for selected cities;
- Pilot investment identification support and recommended actions for selected cities;
- Conduct pre-feasibility for identified investment options;
- Recommend potential areas for future support for Selected Cities.
