World Bank
The World Bank hired the Consultant for supporting the development of Municipal Spatial Data Infrastructure (MSDI) in Samarkand, Uzbekistan, using the Collaborative Planning and Learning (CPL) approach. The project aims to institutionalize evidence-based decision-making for urban planning and management, ultimately enhancing the efficiency and accessibility of municipal services. By focusing on geospatial data organization, cataloguing, standardization, and accessibility, the consultancy will create a sustainable and integrated MSDI that enables informed decision-making. The project will also assess the city's readiness for MSDI implementation, develop a comprehensive roadmap for its growth, establish a data governance framework, and build local capacity to ensure long-term success.
Services provided
The following describe Juru’s scope within the project tasks:
Task 1: Geospatial Data Inventory
- Support in compilation of existing datasets inventory from local government, national agencies, NGOs and international organizations;
- Outreach and engagement with municipal, regional and national stakeholders for datasets collection;
- Administer inventory validation survey to assess the current status quo of spatial datasets.
Task 2: MSDI Capacity and Readiness Assessment
- Facilitate Rapid and Deep-Dive MSDI Readiness Assessments;
- Administer a Geospatial Prioritization Survey to assess the city's current state and long-term goals;
- Conduct interviews with stakeholders to supplement survey findings;
- Support in preparation of a report summarizing assessment results and actionable recommendations.
Task 3: Roadmap Development
- Map stakeholders to define roles, responsibilities, and communication channels;
- Organize and facilitate workshops to assess geospatial and technical readiness;
- Support in developing a detailed MSDI roadmap with short, medium, and long-term actions;
- Support in preparation of a report summarizing the roadmap and its implementation strategy
Task 4: Data Governance and Institutionalization
- Develop a legal and regulatory framework for MSDI implementation and data usage;
- Support in creating protocols for using the geoportal, aligned with institutional policies;
- Support in designing a geoportal concept and implementation plan in line with national and municipal policies;
- Establish a multi-stakeholder forum to build consensus for data governance and long-term commitment.
Task 5: Capacity Building
- Support in design and implementation of capacity-building programs for strategic and technical staff;
- Provide assistance in training on using the CPL toolkit and managing geospatial data;
- Offer mentoring and technical assistance to ensure local teams can maintain and operate the systems.
