The results of this assignment are going to be used as a base for the preparation of Feasibility Studies for two JICA’s loan projects in energy efficiency sphere to be signed by Ministry of Energy on behalf of the Government of Uzbekistan. The assignment will cover the information on the potential of energy efficiency in public sector facilities and industrial enterprises that are the primary targets in the framework of implementation of perspective loan projects.

Services provided

The following describe Juru’s scope within the project tasks:

Task 1: The government’s policies related to promoting energy efficiency in Uzbekistan.

Collect the following information and summarize the results in a short report, including GoU’s policy, problems in increasing of energy efficiency in industrial enterprises and public buildings and the ways to address them..

Task 2: Overview of the energy efficiency potential of industrial enterprises of Uzbekistan

  • Classification of industrial enterprises in Uzbekistan;
  • Status of energy efficiency of industry by economic sectors; 
  • Analysis of existing and planned energy efficiency equipment in industrial enterprises; 
  • Market research on energy efficiency equipment; 
  • FEMS (Factory Energy Management System) adoption and feasibility; 
  • Financial support and Mechanisms;  
  • Analysis of EBRD Projects (GEFF).

Task 3: Overview of the energy efficiency potential for facilities in the public sector

  • Classification public sector facilities; 
  • Energy consumption and potential for energy efficiency and energy saving, level of introduction of RES; 
  • Survey on energy-saving equipment and materials; 
  • Research the current BEMS (Building Energy Management System) adoption rate and assess the feasibility of future BEMS implementation in Uzbekistan; 
  • Conduct market research survey on energy saving equipment and materials, which are suggested to be installed in the public buildings for promoting energy efficiency; 
  • Market research on energy-saving materials and equipment; 
  • Financial mechanisms available in Uzbekistan for promoting energy efficiency in public buildings.
