World Bank

The World Bank is supporting the GoT in the development of a greenfield private solar PV plant. Implementation of the solar PV project with an initial estimated size of 200 MWac is part of the least-cost generation expansion plan set forth in the National Development Strategy 2030 (NDS-2030). Juru was selected as the Technical Advisor as part of a Consortium which also includes Ernst & Young as the Financial Advisor and Dentons as the Legal Advisor.

The objective of the assignment is to advise and assist the MEWR in preparing, organising, executing and finalising the Tender and all the negotiations with the first-ranked developer (to be selected) and its lenders until the Project achieves Financial Close (defined as completion of all negotiations, signing of all contractual agreements, satisfaction of all the conditions for the funding to the Project to become available, and commencement of construction).


Services provided

  • Analyze the selected site and its suitability for the construction of a utility-scale solar PV
  • Provide technical inputs in the Market Sounding presentation based on the conducted analysis of the site
  • Prepare tender documents with Identification of the minimum eligibility requirements for the bidders
  • Develop technical & functional Specifications and schedules of the PPA
  • Evaluate technical bids submitted by pre-qualified bidders
  • Negotiate with the selected Bidder and provide clarifications up to reaching the Commercial Close
  • Support with the technical part of the project up to reaching the Financial Close
