The industrial sector has been a major source of inefficient energy consumption and GHG emissions in Uzbekistan, accounting for 40% of total electricity consumption (IEA 2019). Uzbekistan has adopted a Strategy for the Transition to a Green Economy for 2019-2030, in order to decarbonize the energy-intensive economy, particularly the industrial sector, and to meet the Paris Agreement climate change targets. WB hired the Consultant with an objective to support the GoU in developing innovative technological solutions for decarbonizing the industrial sector by carrying out the following key tasks:
- Assessment of the industrial sector and decarbonization pathway;
- Industrial symbiosis assessment in selected economic zones and decarbonization pathway to Eco-Industrial parks; and
- Development of a Roadmap to decarbonize the industrial sector.
Services provided
Within this multi-disciplinary assignment, Juru is leading the policy, regulatory, institutional, environmental and social aspects of the project, as well as technical tasks pertaining to RE deployment, grid impact assessment, analyses of water resource/waste generation and management data fed into the industrial symbiosis (IS) assessment, and ultimately the development of the decarbonization roadmap:
- Conduct a comprehensive assessment of the industrial sector and decarbonization pathway:
- Managing data collection and stakeholder outreach in Uzbekistan;
- Desktop review of energy consumption and CO2 emissions by regions and subsectors;
- Identify key subsectors and their profile including energy consumption, emissions, and current decarbonization technologies and development status of these technologies.
- Identification and assessment of decarbonization technical solutions incl. but not limited to, demand-side measures, EE improvements, electrification of heat with RE, batteries, smart grid, digital solutions, FEMS, use of hydrogen, biomass/waste materials as a feedstock or fuel, CCUS, and other innovations that utilize IoT, big data, and AI to monitor and optimize energy use:
- Assessment of potential of CO2 reductions of the identified technical solutions;
- Analysis and identification of comparative advantages/disadvantages of applying the potential technical solutions in terms of economic, financial, environmental and social aspects;
- Assessment of potential positive /negative impacts of the decarbonization technologies on electricity grid, and RE development, including how the grid can be prepared for these technologies, especially in targeting regions.
- Lead the policy workstream covering policy, regulatory and institutional analyses (including financing mechanisms and fiscal incentives) to identify gaps between what is required to decarbonize the industrial sector in Uzbekistan, including:
- EE/RE development plans in line with the targets of the energy transition;
- Financial requirements placed on utilities and other companies involved in energy generation and distribution;
- Direct regulations/incentives to firms that offers long-term economic value, as well as environmental and social benefits;
- Industry regulations and regulatory system to facilitate the adoption of prioritized industrial symbiosis interventions and economic zone development and operation.
- Manage the industrial symbiosis (IS) assessment undertaken by a specialist sub-consultant. The assessment covers the selected economic zones and decarbonization pathway to Eco-Industrial Parks, including:
- Review and prioritize the identified interventions, strategies, and technologies that increase competitiveness and minimize GHG emissions of tenant firms and zone operators;
- Detailed feasibility assessments (technical and financial) of the industrial symbiosis interventions that help optimize the sizing and other design specification of the green infrastructures; and
- Review of existing regulatory and policy framework related to economic zones to assess current gaps, and propose further changes as needed;
- Assessment of environmental and social impacts from installing a centralised wastewater treatment plant (WWTP) in Yakkasaroy small industrial zone (SIZ) as an industrial symbiosis intervention;
- Assessment of industrial symbiosis potential between Yakkasaroy SIZ and the existing Salar WWTP in Tashkent city to create an anaerobic digestion (AD) plant;
- Manage the IS, policy and other technical input for the development of a Roadmap to decarbonize the industrial sector including the action plans for Eco-Industrial Parks:
- Current assessment of the sector and recommend a portfolio of measures to scale-up industrial decarbonization forward;
- Design of a focused national level program that have scale or aim for scale up and business models and scenario and simulations of energy, GHG and economic net benefits;
- Develop a deployment strategy in selected economic zones that will look into specific recommendations to promote industrial decarbonization considering local policy, planning, and regulatory aspects;
- Assess policy gaps/options that can incentivize the implementation of decarbonization levers.
