The Client has been selected as EPC contractor for the 100 MW PV project (“Project”). Nur Navoi is Uzbekistan’s first PPP solar project under the IFC Scaling Solar program, won by Masdar, UAE in 2019. The PV project has a maximum power export capacity of 100 MW, together with 220kV substation and 220kV OHTL to connect to the grid. This is the first project the Client is implementing in Central Asia and therefore the Client required strong local engineering partner to avoid implementation pitfalls and to meet challenging project timeline. Juru’s scope included:
- 100 MW PV plant Comprehensive Engineering Review and Permitting support;
- 220 kV AIS Basic and Detailed Design development (protection & control architecture based on IEC 61850);
- 220kV Overhead Transmission Line engineering;
- Static and Dynamic Stability Study and Emergency Control Automation (ECA) design;
- On-site design supervision services for both the PV plant and the grid connection facilities.
Services provided
100 MW PV plant: Comprehensive Engineering Review and Permitting Support
- Review and provide local content to the of basic and detailed design documentation prepared by the Client for compliance with local standards and codes;
- Support DD review and facilitate the approval process by the Ministry of Construction (MoC);
- Support the Client in the content and interface management for the design documentation development;
- Comprehensive engineering design review of:
- General layout, civil & architectural of PV plant;
- Primary and secondary electrical networks, auxiliary power supply;
- Relay protection and automation, SCADA, SAS and telecommunication;
- Water supply and sewage, HVAC, etc.
- Conduct fire hazardous area categorization study and preparation of project plot plan, support the client in obtaining construction permit;
- Perform relay setting calculation & protection coordination study for PV plant area;
- Permitting support:
- Prepare presentation materials (including general layout) and for obtain Architectural Planning Assignment from site local authorities;
- Close coordination with NEGU (off-taker), Uzenergoinspection, Fire Fighting Department of Ministry of Emergency Situations, MoC to approve Basic and Detailed Design documentation;
- Obtaining construction permit to get started with construction activities;
- Supporting the Client in arranging contract with MoC for design expertise;
- Obtaining final approval on the design documents from all concerned local authorities.
220 kV AIS - Basic and Detailed Design Development
- Basic engineering design, BoQ and costing:
- Develop design criteria for each discipline;
- Develop main and DC & UPS SLD, layout and cross-section of AIS equipment;
- Create protection & control architecture based on IEC 61850;
- Develop telecommunication structural diagram, AMI, network topology;
- Perform short circuit, load flow, HV/LV equipment, DC&UPS and ACSR & cable sizing calculations;
- Prepare technical specifications & datasheets for HV/LV equipment, DC&UPS relay protection, SCADA, telecommunication, AMI, CCTV devices and etc.;
- Develop control building layout, HVAC, civil & architectural conceptual design.
- Procurement support:
- Tender technical evaluation including a comparative summary of the requirements requested and offered to facilitate the decision-making process for award from a technical point of view;
- Comments and/or clarifications to the technical specification;
- Support in the technical negotiations with the selected bidders.
- Detailed Design and final BoQ including:
- Substation primary electrical engineering, equipment installation detailed drawings;
- General layout, civil & architectural engineering, water supply and sewage, HVAC;
- Secondary wiring and installation drawings of relay protection, AMI, etc.;
- Signal list for relay protection units (GOOSE communication protocol for arranging AIS software interlocking logic and signal exchange between ECA equipment and relay protection units, MMS communication protocol for arranging SCADA system of 220 kV substation);
- Communication structure of dispatch telephone communication and interconnection with neighbouring substations (topology) through HF (PLC) communication;
- CCTV equipment and network.
220kV Overhead Transmission Line Engineering
- Calculate mechanical and sag tension of power transmission line, towers and foundations selection;
- Prepare detailed drawings, clearance verification, BoQ and specification;
Static and Dynamic Stability Study and Emergency Control Automation (ECA) Design
- Prepare and facilitate approval of the ToR for static and dynamic stability study for selection of ECA equipment;
- Conduct static and dynamic stability analysis for selection of ECA equipment, and development study report, obtaining approval of NEGU;
- ECA equipment detailed design:
- Prepare purchase orders for ECA equipment including ALAR, ARPT, AKA KEDR 2.0;
- Develop schematic drawings and wiring schemes for ECA equipment: ALAR, ANM, ARPT;
- Adapt AKA KEDR 2.0 device supported by IEC 61850 to Uzbek Grid;
- Calculate and adjust ECA settings of existing ECA settings at associated (remote-end) facilities, develop COMTRADE file.
On-site Design Supervision for both the PV plant and the grid connection facilities
- Design supervision to avoid faulty works and elaborate alternative solutions;
- Support the Client with early warning and reporting about construction related potential issues;
- Interface with local authorities as a local design institute during the construction period.
