ADB supported the Government of Uzbekistan and JSC NEGU to strengthen the country’s transmission grid by preparing a follow-up investment project aimed at accommodating rapid demand growth and large-scale renewable energy integration. The project includes the construction of approximately 440 km of 220/500 kV transmission lines and expansion of six substations across three major corridors.

Juru was engaged to deliver the complete technical, financial, E&S due diligence of the project, aligned with national legislation (Presidential Decree PD-51) and ADB project preparation standards. The assignment was structured in two phases: preparation of the Project Concept for national approvals, followed by full-scale due diligence and preparation of the Project Appraisal Document.


Services provided

  • Carry out power system analysis and simulations using DIgSILENT PowerFactory, covering summer/winter and demand variation scenarios.
  • Evaluate system adequacy and N-1 contingencies, and estimate project benefits, including loss reduction and renewable energy integration.
  • Perform routing analysis to identify optimal transmission line paths, minimize environmental and social risks, and support NEGU in obtaining approvals from relevant authorities.
  • Conduct high-level stakeholder consultations and map potential constraints (ecological, cultural, infrastructure-related).
  • Conduct field missions and walkover surveys to verify routing and perform detailed E&S mapping, including habitat screening.
  • Develop Project Concept, including multiple route options per line and high-level screening of technical, environmental, and social aspects.
  • Prepare financial and economic analysis, including CAPEX/OPEX estimation and cost-benefit assessment.
  • Develop basic design for OHTLs and substations, including SLDs, tower spotting, route plans, BoQs.
  • Prepare Preliminary (Stage I) National EIA reports in accordance with Uzbek regulations and conduct public hearings in affected regions.
  • Assist NEGU in compiling and submitting documentation for state and ADB approvals
