The Green Taxonomy Working Group led by the Ministry of Economy and Finance of Uzbekistan, with support from the World Bank, have prepared a model taxonomy which served as a primary reference point for the initial Uzbekistan Green Taxonomy adopted by a GoU resolution (PKM-561). To enhance implementation of the adopted taxonomy, the GoU intends to further develop the model taxonomy into an operational taxonomy in line with the best international practices and considering Uzbekistan’s national priorities. In this context, the World Bank hired the Consultant to provide technical services with an objective to assist the GoU to further develop the taxonomy and to strengthen the government’s capacity for implementing the taxonomy. 


Services provided

Task 1. Taxonomy Development 

  • Conduct research and document applicable sectoral green activities and metrics by analysing best practices and national priorities as set out in national and sectoral strategies, policies and regulations, complemented with stakeholder consultations and applying consultant’s own technical expertise.
  • Taxonomy v1: Lead development of activity-based criteria and environmental metrics for 8 priority sectors – Energy, Transport, Forestry, Agriculture, Buildings, Water, Industrial Processes and Product Use (IPPU)
  • Taxonomy v2: Expand the first version of the taxonomy to cover all sectors and development of quantitative environmental performance indicators;
  • Prepare a technical manual with sector-specific criteria and a summary of findings from stakeholder consultations.

Task 2. Consultations and awareness raising

  • Provide technical advisory for a small pilot exercise with 2 users, selected from a major enterprise and a major bank with a green portfolio;
  • Contribute to develop a report summarising the key findings from the taxonomy pilot and user feedback;
  • Consultation report preparation, incl. main findings, key insights and recommendations.

Task 3. Government Capacity Building

  • Participate in organization of training and Q&A sessions to enhance the knowledge of the government Working Group by addressing specific policy questions related to taxonomy development, oversight, and operationalisation;
  • Preparation of summary report of the engagement with stakeholders.

Task 4. Tools for Operationalization

  • Support in institutional arrangements, defining the regulatory scope, designing specifications for a digital information system, and reporting guidelines to enable effective oversight of the taxonomy's usage
