THE FRENCH DEVELOPMENT AGENCY (AFD)

Under Presidential Decree PP-100 (11 March 2025), the Government of Uzbekistan is modernizing the district heating system in Kirguli district, Fergana, to improve energy efficiency, cut CO emissions, and ensure more reliable heat supply. The project includes rehabilitation of 76 km of network, installation of 380 individual substations, and conversion to a closed-loop system, serving 317 residential buildings (16,617 apartments) and 41 public buildings.

Beyond infrastructure upgrades, the project’s success depends on households’ willingness to connect or reconnect to the improved system, which may require in-building and in-apartment works and acceptance of associated costs. To support technical design and communication, a household survey of about 400 households and interviews with 9 building managers will be conducted, ensuring representative insights. AFD has engaged Juru to provide consultancy services for implementing this survey.
