IFC’s PPP Transaction Advisory was supporting the Ministry of Health (MOH), and the Ministry of Economy and Finance (MOEF) in defining and structuring PPP project to design, build, finance and maintain the new multidisciplinary greenfield hospitals in Kashkadarya, Samarkand and Jizzakh regions of the Uzbekistan.  


Within this framework, Juru was hired as a technical consultant to carry out the preliminary analysis (Phase 0) which included assessment of demand and supply of healthcare services in the regions with forward looking estimates till the end of the project term (20 years) and submit project concept note with preliminary plans for the design and operation of the new proposed hospital facilities in each region. 


Services provided

  • Shortlist healthcare facilities and analyse supply demand gap in project regions;
  • Assessment of existing healthcare facilities, level of services and financial/managerial capacity;
  • Develop high level plans for the design and operation of the new proposed hospital facility;
  • Support in preliminary identification of the suitable land plots in 3 regions;
  • Perform financial feasibility of the project including preparation of the project CAPEX, OPEX and financial model;
  • Prepare Project Concept Note accompanied by the financial models and an executive summary presentation
