Project features

The WB is considering financing of EE projects in public buildings with the proposed project size of US$143 million (the Project). The objective of this assignment is to develop a comprehensive Analytical Document to establish the feasibility of the Project. The feasibility study will follow national regulations for performing FS in accordance with Presidential Decree - 3857 dated July 16, 2018. The Consultant will also support the WB and the GoU during approval process.

Services provided

Task 1. Development of Analytical Document (National Feasibility Study) according to PP-3857

• Develop a detailed outline and content of the document
• Draft the Analytical Document based on the finalised outline according to national requirements and agreed with the WB, including:
  • Project background, general information, objectives and outcomes, and beneficiaries
  • Main technical-economical parameters, Project components and categories with the estimated costs
  • Project implementation and financing mechanisms
  • Monitoring and evaluation of the project, including results indicators, mechanism for data collection and verification of indicators
  • Procurement plan and project timeline
  • Technical and financial assessment of the project
  • Economic and financial analyses of the project (FNPV, FIRR, ENPV, EIRR), sensitivity analysis 
  • Cost estimates for implementation of EE projects, including capacity building activities
  • Loan servicing and analysis of the project risks
  • Environmental and social aspects 

Task 2. Stakeholder consultations and managing the approval process

• Periodically consult with the Employer, as well as the MoE, MoF and other relevant institutions;
• Prepare any additional document (letter, explanations, response to the comments) to support the approval process.
