ACWA Power

ACWA is developing a 1,500 MW CCGT project on PPP base for 25 years with the GoU. The Project also includes 500/220 kV switchgear. Overall, 84 ha of agricultural lands were allocated for the Project. Project site is between living settlements of Bayayavut district and Shirin town (which border with Tajikistan). CCGT plant will use water from nearest canal – Yujno-Golodnostepsky (fishery canal) - and discharge treated water back. Syrdarya TPP with capacity of 3,050 MW is located opposite to the Project site, and GoU is also developing another similar CCGT project in the adjacent area with the support of IFC. Such location makes E&S assessment technically one of the most complex in Uzbekistan power system. Juru worked with the Lead Partner to undertake ESIA and LRP based on lenders’ requirements (MIGA, EBRD, DEG).

Services provided

Environmental and Social Impact Assessment (ESIA)

  • Baseline studies, including:
  • Continuous air monitoring at 6 locations and spot monitoring at central point;
  • Preliminary air quality modelling for construction and operation phases of CCGT considering local sources of emissions; 
  • Noise monitoring at 8 locations;
  • Full chemical analysis of soil at the Project site and near YG canal as well as sediments at 3 location (1 upstream and 3 downstream);
  • Full chemical analysis of surface and ground water quality assessment at the Project site and at 3 location on canal 1 upstream and 3 downstream); 
  • Biodiversity study at the Projects site, riverine ecology including:
  • Macroinvertebrates survey (Zoo, phytoplankton, benthos) at 4 locations (1 upstream and 3 downstream);
  • Canal ichthyology survey and water birds survey. 
  • Social assessment, including:  
  • Land use assessment and social survey of current land users;
  • Socio economic survey of 250 households in Bayavut and Shirin town;
  • Archaeological and cultural heritage study.
  • Organization of public consultations and ESIA disclosure meetings;
  • Preparation and submission of Stage I report of National EIA to local regulator;

Livelihood Restoration Plan

  • Local legislation reviews on requirements for temporary land acquisition and obtaining RoW;
  • Identification of current situation and number of PAPs; socio economic survey of affected PAPs;
  • Conducting census and asset survey at 84 ha of land allocated for Project;
  • Preparation of compensation package for 11 affected farmers, 220 of affected farm workers, 1 military unit, 1 local business structure.
