Project features

The EBRD considered financing to the Republic of Uzbekistan, with on-lending to the Joint Stock Company National Electric Grid of Uzbekistan (NEGU JSC), to undertake the construction of a 230 km, 500 kV transmission line between the settlements of Sarimay (Khorezm region) and Muruntau (Navoi region). The main purpose of the assignment was to carry out a detailed analysis of the project and to prepare a project preparation study at a level sufficient for the Bank to make a financing decision, as well as to conduct a Local Feasibility Study meeting the requirements of the local authorities for project approval.

Services provided

• Scoping Report and Terms of Reference (ToR) for the ESIA;
• Stakeholder Engagement Plan (SEP) and Grievance Redress Mechanism (GRM);
• Environmental baseline surveys, including noise measurements, air quality measurements, soil sampling, and water sampling;
• Biodiversity surveys, including habitat/botanical survey, habitat mapping, herpetological survey, and mammal survey;
• Socio-economic baseline surveys, including a socio-economic survey, cultural heritage assessment, and stakeholder consultations;
• Full ESIA package, including the Non-Technical Summary (NTS), ESIA Report, Environmental and Social Management Plan (ESMP), and Environmental and Social Action Plan (ESAP);
• Stakeholder engagement activities and public disclosure of the ESIA;
• Supplementary reports, including the Climate Risk Assessment Report, Human Rights Risk Assessment (HRRA), and Critical Habitat Assessment Report.
