The World Bank has been supporting the transformation of the energy sector in the Republic of Uzbekistan by focusing on three transitions: (i) transition from a obsolete power system towards a modern digitized system; (ii) transition from a fossil based power generation system towards a renewable energy dominated power supply system; and (ii) transition from a financially precarious energy sector towards a financially viable energy sector. The Bank’s engagement in the energy sector has intensified over the past decade particularly its focused support in the electricity transmission sector. To provide the comprehensive support to the sector’s transition, the World Bank is preparing a new lending project for the electricity distribution sector. JSC ‘Regional Distribution Network’ (REN) manages and operates the entire electricity distribution business in the country.

Services provided

Task 1: Inception phase 

• Translated the kick-off presentation for stakeholder circulation.
• Participated in the kick-off meeting and facilitated discussions.
• Provided simultaneous/consecutive interpretation (English ↔ Russian/Uzbek) throughout the session.
• Translated data-collection questionnaires for field deployment.

Outcome: ensured all parties began with a shared understanding of scope, timeline, and data needs.

Task 2: Distribution Infrastructure Upgrades

• Reviewed and assessed distribution assets and operational performance, including asset age, loading levels, long LV line lengths, total technical/non-technical losses (disaggregated by transformers, lines, and cables), voltage violations, and the frequency/duration of supply interruptions in areas targeted by REPN for LV rehabilitation and expansion.
• Conducted analysis using combined data collection, targeted measurements, and load-flow studies on selected feeders, transformers, and area networks.
• Undertook site visits to validate network conditions and data quality.

Outcome: produced a prioritized, costed package of interventions with clear technical justification and expected performance gains.

Task 3: Support to CESI on development of Local Feasibility Study (per PD-3857)

• Supported CESI/Client through the approval process for the local Feasibility Study in line with PD-3857 requirements.
• Contributed to the Inception Report (methodology, data plan, and work program inputs).
• Translated key deliverables (Inception Report and the local Feasibility Study report) to ensure regulatory and stakeholder alignment.

Outcome: accelerated approvals and improved document consistency across languages and institutions
